1) Without very high skill points, a battleship is probably better for level 4s. In anycase, a well fitted Raven is faster through level 4s then any CS any time. So if you are planning on mission running and specilizing in that respect, you should consider training caldari - or - wait untill the mission running BBs come out in Rev III.
2) You will be qqualified to fly the Astarte before the EoS first unless you train Logistics to 4 before you get CS 1 - which will allow you to fly both ships at the same time. The Astarte however does beg for good gunnery skills, and it would be in your interest to fit guns on her. But the Astarte, makes for a touchy mission runner, I am sure it can be done, but its not efficient for sure - you picked a very PvP race, the Astarte is a fantastic PvP ship, she is not a very good PvE ship however.
3) Definitions of 'effective' differ - personlally, I like to see railguns on the EoS, but I suppose a Neut/NoS/Gangmod/remote energy, armor transfer setup in the highs could work. . .its really up to you. But it does not take that long to spec medium guns since its the big guns that add another 2 months to your training.
